श्रम एवं रोजगार मंत्रालय ने मसौदे पर जनता से प्रतिक्रिया आमंत्रित की

मज़दूरों और वर्करों को लेकर अक्सर सभी सरकारें आवश्यक प्रावधान भी लाती ही हैं। वर्करों को पूरी सुरक्षा और अच्छे वेतन के साथ उनको सभी आवश्यक मूलभूत सुविधाएं भी मिलें। काम के लिए अच्छे वेतन और अच्छे माहौल की मांग भी बनती ही है। इसी तरह के हालात में ही चले थे शिकागो के संघर्ष। मई का प्रथम सप्ताह बहुत कुर्बानी वाला बन गया था। इसी संघर्ष से लाल झंडा बहुत बुलंद हो कर सामने आया था। अब कई बरसों से मज़दूर असंतुष्ट हैं। अब देखना है की क्या नई शर्म नीति उन्हें संतुष्ट कर पाएगी? काया नई शर्म नीति-2025 उन्हें बेहतर वेतन और बेहतर सुविधाएं दे पाएगी? फिलहाल सरकार ने सभी से इस मसौदे पर  सभी से उनके सुझाव और विचार भी मांगें हैं। देखते हैं इक नज़र कि क्या है इस मसौदे में? सरकार क्या क्या ला रही है मज़दूरों के लिए इस नई श्रम नीति 2025 के अंतर्गत? 

भारत सरकार के श्रम एवं रोजगार मंत्रालय ने राष्ट्रीय श्रम एवं रोजगार नीति - श्रम शक्ति नीति 2025 का मसौदा सार्वजनिक परामर्श के लिए जारी कर दिया है। यह मसौदा नीति, विकासशील भारत @2047 की राष्ट्रीय आकांक्षा के अनुरूप एक निष्पक्ष समावेशी और भविष्योन्मुख कार्य-विश्व के लिए एक नया दृष्टिकोण प्रस्तुत करती है।

श्रम धर्म-काम की गरिमा और नैतिक मूल्य की भारतीय सभ्यतागत भावना पर आधारित यह नीति एक ऐसे श्रम संस्कृति की परिकल्पना करती है जो प्रत्येक श्रमिक के लिए सुरक्षा, उत्पादकता और भागीदारी सुनिश्चित करे। इसका उद्देश्य एक संतुलित ढांचा तैयार करती है जो श्रमिकों के हितों को बढ़ावा देते हुए उद्यमों को विकसित होने और स्थायी आजीविका उत्पन्न करने में सक्षम बनाता है।

श्रम शक्ति नीति 2025 श्रम एवं रोजगार मंत्रालय (एमओएलई) को एक सक्रिय रोजगार सुविधा प्रदाता के रूप में स्थापित करेगी जो विश्वसनीय, प्रौद्योगिकी-आधारित प्रणालियों के माध्यम से श्रमिकों, नियोक्ताओं और प्रशिक्षण संस्थानों के बीच समन्वय को बढ़ावा देगा। राष्ट्रीय करियर सेवा (एनसीएस) प्लेटफॉर्म, रोजगार के लिए भारत के डिजिटल सार्वजनिक बुनियादी ढांचे के रूप में कार्य करेगा, जिससे पारदर्शी और समावेशी नौकरी अवसर, प्रमाणपत्र सत्यापन और कौशल संरेखण संभव होगा। ओपन एपीआई, बहुभाषी पहुंच और एआई-संचालित नवाचार के माध्यम से, एनसीएस-डीपीआई, टियर-2 और टियर-3 शहरों, ग्रामीण जिलों और एमएसएमई समूहों में प्रतिभाओं को अवसर प्रदान करेगा जिससे रोजगार सुविधा एक राष्ट्रव्यापी सार्वजनिक सुविधा बन जाएगी।

यह नीति सार्वभौमिक सामाजिक सुरक्षा, व्यावसायिक सुरक्षा एवं स्वास्थ्य, महिला एवं युवा सशक्तिकरण तथा हरित एवं प्रौद्योगिकी-सक्षम रोजगार सृजन पर भी जोर देती है। इसका उद्देश्य एक लचीला और निरंतर कुशल कार्यबल का निर्माण करना है जो उभरती प्रौद्योगिकियों, जलवायु परिवर्तनों और वैश्विक मूल्य श्रृंखलाओं की मांगों को पूरा करने में सक्षम हो। ईपीएफओ, ईएसआईसी, ई-श्रम और एनसीएस जैसे प्रमुख राष्ट्रीय डेटाबेस को एक एकीकृत श्रम स्टैक में एकीकृत करते हुए यह नीति एक समावेशी और अंतर-संचालनीय डिजिटल संस्कृति की कल्पना करती है जो आजीवन शिक्षा, सामाजिक सुरक्षा और आय सुरक्षा का समर्थन करता है।

मसौदा नीति व्यापक हितधारक परामर्शों को प्रतिबिंबित करती है और सहकारी संघवाद, साक्ष्य-आधारित नीति-निर्माण और डिजिटल पारदर्शिता पर ज़ोर देती है। यह केंद्र, राज्यों, उद्योग और सामाजिक भागीदारों के बीच समन्वित कार्रवाई के लिए एक दीर्घकालिक ढांचा प्रदान करती है ताकि यह सुनिश्चित किया जा सके कि विकास के लाभ व्यापक और समान रूप से साझा किए जाएं।

राष्ट्रीय श्रम एवं रोजगार नीति-श्रम शक्ति नीति 2025 का मसौदा श्रम एवं रोजगार मंत्रालय, रोजगार महानिदेशालय (डीजीई) और राष्ट्रीय करियर सेवा (एनसीएस) की वेबसाइटों पर उपलब्ध है। हितधारकों, संस्थानों और आम जनता से 27 अक्टूबर 2025 तक ddg-dget[at]nic[dot]in पर अपनी प्रतिक्रिया, टिप्पणियां और सुझाव आमंत्रित है।

Ministry of Labour & Employment invites public feedback on Draft

All governments often introduce necessary provisions for laborers and workers. Workers should receive complete security and good wages, along with all the necessary basic amenities. Demands for good wages and a good working environment are also justified. It was under similar circumstances that the Chicago struggles took place. The first week of May became a time of great sacrifice. This struggle brought the red flag to the fore with great force. Workers have been dissatisfied for many years now. Now it remains to be seen whether the new labor policy will satisfy them. Will the New Labor Policy 2025 provide them with better wages and better facilities? Currently, the government has sought everyone's suggestions and ideas on this draft. Let's take a look at what this draft contains. What is the government offering for workers under this new labor policy 2025?

The Ministry of Labour and Employment, Government of India, has released the draft National Labour & Employment Policy-Shram Shakti Niti 2025 for public consultation. The draft policy presents a renewed vision for a fair, inclusive, and future-ready world of work aligned with the national aspiration of Viksit Bharat @2047. 

Rooted in India’s civilisational ethos of śrama dharma-the dignity and moral value of work, the policy envisions a labour ecosystem that ensures protection, productivity, and participation for every worker. It seeks to create a balanced framework that upholds workers’ welfare while enabling enterprises to grow and generate sustainable livelihoods.

Shram Shakti Niti 2025 positions the Ministry of Labour & Employment (MoLE) as a proactive Employment Facilitator, driving convergence among workers, employers, and training institutions through trusted, technology-led systems. The National Career Service (NCS) platform will serve as India’s Digital Public Infrastructure for Employment, enabling transparent and inclusive job matching, credential verification, and skill alignment. Through open APIs, multilingual access, and AI-driven innovation, the NCS-DPI will connect opportunity with talent across Tier-II and Tier-III cities, rural districts, and MSME clusters, making employment facilitation a nationwide public good.

The policy also places strong emphasis on universal social security, occupational safety and health, women and youth empowerment, and the creation of green and technology-enabled jobs. It aims to build a resilient and continuously skilled workforce capable of meeting the demands of emerging technologies, climate transitions, and global value chains. By integrating key national databases such as EPFO, ESIC, e-Shram, and NCS into a unified Labour Stack, the policy envisions an inclusive and interoperable digital ecosystem that supports lifelong learning, social protection, and income security.

The draft policy reflects extensive stakeholder consultations and emphasises cooperative federalism, evidence-based policymaking, and digital transparency. It provides a long-term framework for coordinated action among the Centre, States, industry, and social partners to ensure that the benefits of growth are shared widely and equitably.

The draft National Labour & Employment Policy–Shram Shakti Niti 2025 is available on the websites of the Ministry of Labour & Employment, the Directorate General of Employment (DGE), and the National Career Service (NCS). Stakeholders, institutions, and members of the public are invited to submit their feedback, comments, and suggestions by 27th October 2025 at ddg-dget[at]nic[dot]in.

राष्ट्रपति श्रीमती द्रौपदी मुर्मू ने आज (29 जुलाई, 2025) राष्ट्रपति भवन में आयोजित एक समारोह में डोमिनिकन गणराज्य, तिमोर-लेस्ते, श्रीलंका और गैबोनीज़ गणराज्य के राजदूतों/उच्चायुक्तों के परिचय पत्र स्वीकार किए। परिचय पत्र प्रस्तुत करने वालों में शामिल थे:

1. डोमिनिकन गणराज्य के राजदूत श्री फ्रांसिस्को मैनुएल कोम्प्रेस हर्नान्डेज़

हर नागरिक बने प्रकृति प्रहरी

बड़े बदलाव के लिए ज़िद और जुनून जरूरी होता है-लोक सभा अध्यक्ष

कोटा में ‘एक पेड़ माँ के नाम’ अभियान के अंतर्गत वन महोत्सव का शुभारम्भ 

जिस तरीके से प्रदूषण बढ़ रहा है उसे देखते हुए निकट भविष्य में सांस लेना और भी दूभर हो जाएगा। श्वास और स्वास्थ्य की बीमारियाँ बढ़ जाएंगी। पौधारोपण ही हमें बचा सकता है सिर उठा कर चले आ रहे इन खतरों से। पौधारोपण वन महोत्सव के नाम पर हो जाए या फिर अपने बिछुड़ चुके परिजनों के नाम पर कोई पौधा या पेड़ लगाने से। इस से हम धरती मां और प्रकृति के उस क़र्ज़ को उतरने का ही छोटा सा प्रयास कर सकते हैं जो हमारे जन्म के साथ ही शुरू हो जाता है। हमारे जीवन का हर श्वास हम पर प्रकृति का ही क़र्ज़ है। 

प्रधानमंत्री श्री नरेंद्र मोदी के आह्वान पर चलाए जा रहे ‘एक पेड़ मां के नाम’ अभियान के अन्तर्गत रविवार को रावतभाटा रोड पर मुकुंदरा अभ्यारण्य क्षेत्र में लोकसभा अध्यक्ष श्री ओम बिरला ने कोटा में ‘वन महोत्सव’ का शुभारंभ किया। इस अवसर पर उन्होंने सभी को पौधारोपण के लिए प्रेरित करते हुए प्रकृति के प्रहरी के रुप में सामूहिक जिम्मेदारी निभाने का भावपूर्ण आह्वान किया। उन्होंने कहा कि कोटा एक जीवंत और जागरूक शहर है जिसने हर संकट और आपदा के समय एकजुट होकर अनुकरणीय सामर्थ्य दिखाया है। अब समय है कि हम सभी मिलकर कोटा को सबसे स्वच्छ, सुंदर और हरा-भरा शहर बनाने का जनआंदोलन खड़ा करें। यह कार्य केवल सरकार या कोई संस्था नहीं कर सकती। हमें जिद और जुनून से एक ऐसा आंदोलन खड़ा करना है, जिसमें हर वर्ग की सहभागिता हो और हर व्यक्ति एक-एक पेड़ अपनी मां के नाम लगाएंगे तो हम बड़ा बदलाव ला सकेंगे।

ज़रा देखो नीचे दी गई इस तस्वीर को जिसमें पौधों को पानी देने के लिए एक जन सैलाब सा उमड़ा चला आ रहा लगता है। इन लोगों के पौधों के साथ प्रेम को देख कर आप इनके उत्साह का भी  अनुमान लगा सकते हैं और प्रकृति के साथ प्रेम को भी।   

AQI लेवल बढ़ना निश्चित रूप से चिंताजनक है लेकिन हमारे पर कुछ अनमोल लोग भी तो हैं। यह  अभिप्राय है बजरंग लाल जाइए अनमोल लोगों से जिनकी संक्षिप्त चर्चा आ गए जा कर की जाएगी। 

श्री  बिरला ने कहा कि कोटा का वायु प्रदूषण सूचकांक (एक्यूआई) बढ़ रहा है, जो चिंताजनक है। यदि हमें इस चुनौती से लड़ना है और अपने बच्चों का भविष्य सुरक्षित करना है, तो यह हमारी सामूहिक नैतिक जिम्मेदारी बनती है कि हम प्रकृति की रक्षा करें। हमारी संस्कृति में हम प्रकृति की पूजा करते हैं, राजस्थान वह भूमि है जिसने वृक्षों की रक्षा हेतु अपने प्राणों की आहुति दी है। आज बलिदान की आवश्यकता नहीं है, आवश्यकता है संकल्प की, सिर्फ एक जिद कि हम पेड़ लगाएंगे, उन्हें संरक्षित करेंगे और कोटा को हराभरा बनाएंगे।

बच्चों को प्रेरित करें, स्वस्थ प्रतिस्पर्धा हो

उन्होंने सभी शिक्षकों से आग्रह किया कि वे विद्यार्थियों को भी पौधारोपण के लिए प्रेरित करें, और हर विद्यार्थी जिस पेड़ को लगाए, उसकी देखभाल करे, उसे ट्रैक करे और परिजनों के साथ साझा करे। इससे पर्यावरण-संरक्षण की एक सकारात्मक प्रतिस्पर्धा उत्पन्न होगी। उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी ने दुनिया को पर्यावरण अनुरूप जीवनशैली और एक पेड़ मां के नाम अभियान से एक संदेश दिया है। जिस प्रकार हमारी माताएं हमें संस्कार और सुरक्षा देती हैं, उसी प्रकार धरती मां भी हमारा पालन करती है। एक पेड़ अपनी मां के नाम लगाकर प्रकृति को समर्पित करना सबसे बड़ा पुण्य है।

देखो इस सुअवसर पर एकत्रित हुए लोग झट से एक ग्रुप में आ गए तांकि सभी की तस्वीर अच्छी आ जाए। कोई छूट न जाए। आखिर यह मौका सभी के लिए यादगारी भी बनता था और संदेश भी सभी के लिए डोर अंदेशी वाला है। पौधारोपण ही बचा सकता है हमारे भविष्य को।  

बजरंग लाल जी जैसे नागरिकों से लें प्रेरणा

श्री  बिरला ने कोटा निवासी पर्यावरण प्रेमी बजरंग लाल का उल्लेख करते हुए कहा कि एक दिन गोवर्धनपुरा से गुजरते समय मैंने देखा कि बजरंग लाल जी सड़क किनारे अकेले ही पेड़ लगा रहे थे और उनकी सुरक्षा के लिए गार्ड भी बना रहे थे। उनके दोनों बेटे प्रतिष्ठित कंपनियों में इंजीनियर हैं, लेकिन वे स्वयं अपने शहर को हरा-भरा बनाने में जुटे हैं। यह समर्पण हम सबके लिए प्रेरणा है। समारोह में पौधारोपण और पर्यावरण संरक्षण में उत्कृष्ट योगदान देने वाले वन विभाग के कर्मचारियों को सम्मानित किया गया।

पौधारोपण में उमड़ा जनसैलाब, दिखा प्रकृति से जुड़ाव

वन महोत्सव के अवसर पर पौधारोपण को लेकर जनसामान्य, सामाजिक संगठनों और कार्यकर्ताओं में विशेष उत्साह देखा गया। कार्यक्रम स्थल पर 10,000 और जिले भर में 25,000 पौधे लगाए गए। हर पौधे के साथ लोगों की अपनत्व की भावना स्पष्ट रूप से दिख रही थी।

Looking at the way pollution is increasing, breathing will become even more difficult in the near future. Respiratory and health related diseases will increase. Only plantation can save us from these dangers. Plantation can be done in the name of Van Mahotsav or by planting a plant or tree in the name of our lost relatives. Through this, we can make a small effort to repay the debt of Mother Earth and nature which starts with our birth. Every breath of our life is a debt of nature on us.

Launch of ‘Ek Ped Maa Ke Naam' campaign and Van Mahotsav in Kota

In response to Prime Minister Shri Narendra Modi's call, Lok Sabha Speaker Shri Om Birla launched the 'Van Mahotsav' (Forest Festival) in Kota under the ‘Ek Ped Maa Ke Naam' campaign. On Monday, he planted trees in the Mukundra sanctuary area on Rawatbhata Road.

On this occasion, Shri Birla urged everyone to take collective responsibility as guardians of nature and to plant trees. He said Kota is a vibrant and aware city that has shown exemplary strength in times of crisis and disaster. Now, it's time to make Kota the cleanest, most beautiful, and greenest city through a people's movement.

Increasing level of Air Quality Index concerning

Shri Birla expressed concern over the increasing level of Air Quality Index (AQI) in Kota. To fight this challenge and secure the future of our children, it's our collective moral responsibility to protect nature, he said. He further said, our culture worships nature, and Rajasthan is a land that has sacrificed lives to protect trees. Today, we need determination, not sacrifice, he added.

Inspire children for plantation

You may see a group of people standing together during the event. These peoples have deep love and regard for the nature and tree culture.

Shri Birla requested teachers to motivate students to plant trees and take care of them. This will create a positive competition for environmental conservation. He said PM Modi's message of Mission LiFE (LiFEStyle For Environment) for an environment-friendly lifestyle and ‘Ek Ped Maa Ke Naam' campaign are inspiration for all of us.

Take inspiration from citizens like Bajarang Lal

Shri Birla mentioned Kota resident Bajarang Lal, who single-handedly plants and protects trees on the roadside. His dedication is an inspiration for all, he said. During the ceremony, forest department employees who made outstanding contributions to tree plantation and environmental conservation were honoured.

Massive turnout for tree plantation

During the Van Mahotsav, people, social organizations, and activists showed great enthusiasm for tree plantation. 10,000 plants were planted at the venue, and 25,000 plants were planted across the district. The sense of ownership and connection with nature was evident among the people.
